Director of Digital Services

The Director of Digital Services plays a leading role in the transformation of the City’s technology landscape by designing and delivering digital experiences for our employees and constituents. This position is vital for creating a sustainable and simplified digital landscape in our local government, increasing the public confidence among our users, and improving the organization’s ability to manage its data.

As part of the Office of Analytics, Performance, and Innovation (API), the Director of Digital Services will lead a team of technologists in the implementation of the City’s strategy to establish new, and modernize existing, software systems; consult with senior leadership to identify digital transformation priorities; collaborate with project sponsors and other stakeholders’ and ensures the successful delivery of projects.

About the position

The Director of Digital Services responsibilities include:

  • Designs, develops, and implements a strategic plan for the City’s digital services improvements that aligns with city-wide policy and technology management issues. 

  • Directs, develops, and implements cross-functional digital systems governance, planning, and coordination activities to accomplish specific City-wide objectives. 

  • Maintains the integrity of the digital landscape by formulating, recommending, and administering policies and procedures governing the operation of digital services. 

  • Directs the priorities, work program, people and resource allocation within digital services team including hiring, staff development, training, terminations, and performance appraisals. 

  • Initiates and develops internal and external partnerships to leverage City digital investments.  

  • Develops and presents funding strategies to support digital investments. 

  • Provides direct oversight and direction on mission critical City-wide digital initiatives.  

  • Plans, organizes, directs and evaluates the digital services team and its operations to ensure effective support for organizational objectives and efficient and effective implementation of initiatives. 

  • Establishes long-range goals and implementation plans for services provided by the department.  

  • Plans, prepares, and administers the department budget and the City’s software procurement decisions. 

  • Responsible for the future direction of the department, ensuring the coordination of the department's effort with the needs of the organization. 

  • Coordinates closely with members of the Technology Leadership Team to: 

  • Monitor and manage the City’s technology stack; 

  • Promote technology and digital services that create accessible, transparent, and effective interaction between government and stakeholders; 

  • Develop and implement organizational policies and procedures regarding appropriate usage of technology within the organization. 

What we are looking for

  • Bachelor’s Degree

  • Master’s Degree is preferred but not required

  • Demonstrated experience of digital transformation, strategy, managing complex IT projects/implementations 

  • Demonstrated knowledge of the following areas:

    • Strategic planning, systems, project management, and business process improvement 

    • Information technology service delivery procurement and emerging trends  

    • Principles and practices of change management  

    • Methods for monitoring, analyzing, and evaluating programs

The City of Syracuse will offer this role a starting salary in the range of $80,000 to $85,000 per year and a competitive benefits package.  

City of Syracuse residency will be required.
